RTC Discount Card

The Regional Transit Connection (RTC) Discount ID Card is available to persons with qualifying disabilities. You may use the card as proof of eligibility to receive discount fares on fixed-route, rail and ferry systems throughout the San Francisco Bay Area. It is also a Clipper card, and you can add cash value or products. Each transit agencies specific fare information and discounts can be found on their website. The RTC Program does not apply to paratransit services, however, if you receive paratransit services in the Bay Area, you are eligible for an RTC card. Please apply using the Basic application linked below under New Applicants.

IMPORTANT UPDATES:  As of April 1, 2024, there is no longer a replacement card limit. The related Disability Justification Form (DJF) that provided an exemption to the previous replacement limit policy has been discontinued.

As of September 1, 2023 the RTC Central Processor has a new mailing address. If you are submitting your application by mail, please ensure you are sending it to the right address by checking the Renew or Replace an RTC Card page for the new address.

As of January 9, 2022 most application fees are waived. Only replacement applications have a fee of $3.  People over 65 should apply for the Senior Clipper card, which provides the same discounts and never expires. You can apply at your local agency or by mail or email.

Applications for the RTC Discount ID Card are accepted at San Francisco Bay Area transit agency locations. New applicants must go to a transit agency to have their photo taken. Check below for RTC processing locations and hours of operation. Applications are forwarded to a central processing office, where application information is verified. Qualified applicants are then mailed the new RTC card.

RTC Documents

You can apply for an RTC card with either a Medical (中文, En Español, aplikasyon) or Basic (中文En Español, aplikasyon) application. There is no fee to apply. Learn more by reading the Information Sheet for New Applicants (中文 ,En Español , aplikasyon).

You can renew your expiring or expired RTC card (中文, En Español, aplikasyon) or replace  (中文, En Español, aplikasyon) your lost, stolen or damaged RTC card.  Renewals are free. Replacement fee is $3.

Use this application  (中文, En Español, aplikasyon) and take your card to your local transit agency for replacement. A list of local transit agencies that can test a defective card is here.

You can apply for an attendant card here (中文, En Español, aplikasyon). There is no fee to apply.
